The holders of concealed handgun licences are set to be allowed to carry weapons into public college buildings and classrooms in Texas, after Republicans in the state senate approved the measure as part of a universities spending bill.

The proposed law would also require owners of more than 10 firearms to secure them in a locked safe or vault and install an alarm system with central monitoring that would notify police when the alarm is activated.

"[Curtis] Mitchell died in February 2010 while waiting 30 hours at his... home for an ambulance during a blizzard, but Chief U.S. District Judge Gary L. Lancaster dismissed his family's lawsuit against city and county emergency services."

The judge says that regardless of whether the facts are as alleged, it's irrelevant since the Emergency Services personnel are not constitutionally obligated to actually provide emergency services.
