Panhandling sweep nets 16 Arrests made under new ordinance

Thirteen of 16 people arrested Tuesday on charges of violating the new road safety ordinance pleaded guilty in court today.Guilty of being homeless,unemployed,hungry.
Judge Thomas Dannheisser sentenced them to time served.
