If an Essex County lawmaker has her way, every single bicycle in the state of New Jersey will soon have to have a license plate. Riders or their parents would plunk down up to $10 a year to register them with the Division of Motor Vehicles. And anyone caught riding an unregistered bicycle on public property could face a fine of up to $100 for each offense.

The fact that police departments are cracking down on officers being videotaped, is not lost on the west coast, where the Oscar Grant killing is still fresh in people’s mind. And he used the same phone to help organize a short strike among inmates at several Georgia prisons last month.

Florida is among several states now holding what are called "no refusal" checkpoints. It means if you refuse a breath test during a traffic stop, a judge is on site, and issues a warrant that allows police to perform a mandatory blood test.
