Some towns in Massachusetts have given up enforcing the state's marijuana law which decriminalized the possession of small amounts of pot, saying the law is written with too many loopholes to be effective.

That's a strange headline and some of you may think it's just a headline to draw attention, but that's exactly what happened near Caddo Mills, Texas -- marijuana fell from the sky. Caddo Mills is a town of about 1200 citizens located about 35 miles northeast of Dallas, and early Monday morning several residents of the town heard a thud on their roofs.

Under the plan, which would take effect in January, license recipients would be heavily taxed and regulated. They would have to pay the city $211,000 in annual permit fees, carry $2 million in liability insurance and be prepared to devote up to 8 percent of gross sales to taxes.
The measure also would require bidders to meet certain labor, environmental and product safety standards.
However, there would be no size restrictions on the facilities.
