Mexicans in Guerrero provide for their own security in response to the government's failure to protect them from violence in the drug war. Although forced by the state's gang to use inadequate and outdated weapons, these groups have had real effect in reducing gang violence and extortion in their communities.

"Punish enemies and reward friends" would be a fitting motto for Christopher Butler, a Concord, CA police officer who commanded the department's anti-drug task force and for Norman Wielsch, a California state narcotics agent. These two members of California's "finest" are accused of opening a brothel and keeping it well-supplied with drugs from the evidence locker, even as they routinely shut down brothels on behalf of the police.
