17 Buildings were torn down without giving notice to their owners

Civil Defence Minister John Carter told New Zealand Parliament since the national state of emergency was declared on February 23, 2011, 139 buildings in Christchurch had been authorised for demolition and 17 of those authorisations were made without contacting the buildings' owners.
