If Google believes offensive results will hurt their business they have every right to not show them in instant search. If you are looking for those search terms they still appear if you type the full term then hit enter, just like it always worked. If offensive results start popping up it may drive a portion of their customers away. This is a business decision, not censorship. If the Government told Google they could not show something in the instant search results - that would be censorship.
