The incident began about 11 p.m. Wednesday when seven members of the Washington County Special Response team stopped a car on a residential street in Cottage Grove.

Investigators say Clausen got out and refused to follow orders from the officers, four of whom opened fire. They're not saying yet if he had a weapon or threatened the officers. He died at the scene.
