Activist Tracking

A simple question, related to kidnapped activists.
Is there a way to plant an RF ID chip (passive), on the people the goons kidnap so that their friends on the outside can track them?
Something medium-range can track people being brought into a building, into secret chambers.
Does such technology exist?
Is it miniaturized enough to fit into glasses, mouth, under fingernails, etc.?
