What about when there is bad weather? Or the pilot is sick?

I wonder if the weather is bad, and the plane can't monitor everyone...will crime go up that day?

Hopefully they have a plan to put more cops on the streets during bad weather and when the plane is broke down, or the pilot is sick.

Shouldn't the police department and the city protect the pilot's (or pilots') identity? (that way crinimals won't know when the plane isn't flying?

They really need to create a new bureaucracy to help establish, modify, and review policies to maintain a safe airplane surveillance program.

(I'm being sarcastic if you can't tell).
