The only "big brother" part of this is the implication that private citizens weren't previously allowed to do this. It's not the state "forcing" people to put cameras in their cars. It's not requiring the citizens who elect to do so to upload their video for the state to review. Your misleading, hyperbolic headline is the only reason I downvoted this article.

This bill does not mandate that all California drivers install cameras on their dashboard. Please read the overview here:

It looks like this will allow California drivers to install dashboard cameras at their own discretion, which may come in handy when dealing with the police.
