Consumer Report: Verizon FiOS sometimes not ACTUALLY Fiber?

...I do some Googling around and confirm that in some multi dwelling units they run fiber to the building but not to the apartments. They use VDSL and the existing phonelines to get the data connection to the unit. I ask the installer why not use the existing coax. Especially since they had to run it anyway and it is spec’ed appropriately. He didn’t know.

The multi-dwelling units you're referring to where Verizon uses VDSL is going to be locations where Verizon is not allowed to access the individual units and instead has to place a box that will serve 8 - 16 customers out of a single box. In cases where the apartment had CAT-5 wiring dedicated for data back to the equipment closets they can use Ethernet instead of VDSL. However if there's only one set of twisted-pair in the building going to each unit, they have to use VDSL. In order to put data on the coax cable you have to use a technology called MOCA. There are two limitations with this technology that make it impossible to utilize a MOCA-based box in this setting. Wiring architecture as well as bandwidth. Most coax wiring is not home-run, it is loop-through which means the distance limitations will kill your data speeds especially at the end of a chain of units in an apartment. Remember also the coax is shared between units via a splitter network (sometimes referred to as video tap network) which makes the bandwidth unachievable to each unit.
