Contesting a ticket will now cost money in Massachusetts

Armed with the knowledge that more than 250,000 tickets for civil motor vehicle infractions were challenged in the state last fiscal year, legislators have voted to charge drivers $25 for such hearings.

What is a Clerk Magistrate?? What's a civil motor vehicle infraction? At least they admit it is a civil trial, but where's the victim?? I thought it was bad here in CA, but they speak a different language. Wouldn't they save more money if they stop prosecuting victimless traffic citations?
