Police Chief-turned-District Attorney George Gascón is drafting a plan to remake San Francisco's swamped criminal justice system by moving thousands of petty offenders into a network of volunteer-run community courts. "In many cases, we are criminalizing people we don't need to," Gascón said, adding that the current system is financially "unsustainable."
