Finland makes high speed internet "legal right"

Starting today (July 1), every Finnish citizen now has a guaranteed legal right to a least a 1Mbps broadband connection, putting it on the same footing as other legal rights in the country such as healthcare and education.

Say someone lives in the boonies, or in the middle of no where: who covers the costs for running internet out to them? If its a legal right, does that mean in a circumstance like this tax dollars will be granted to telecommunication companies to run these lines? Honestly the article doesnt answer any bearing questions, and I bet there is something in the law as well that grants the Finnish government additional power over the internet as well...

Sounds like another victory for freedom there - The gov't people should not be able to prevent someone from conducting themselves on the Internet anywhere, anytime. Now if only this were true everywhere else...
