If they are tax payers then wouldn't the cameras sort of be their own property? I don't think you can vandalize your own property.

At least that is one way to look at it.

As I understand the word 'vandalism', it applies to all property, both public and private. You can most certainly destroy your own property. You can also deface your own property. So you can in fact vandalize your own property.

"Public" property is property that is held in common, that is, while you have some ownership of it, you also share that ownership. My opinion is that it would be an act of aggression to vandalize commonly held property without consent of all the property owners before hand.

I get your point however, I just don't think you are correct on this one.
