Dial-up seems woefully inadequate

I was hoping there'd be more solutions given, but dial-up was the only one. Most websites like facebook are now so graphics-intensive that dial-up would be impractical. At least it'd work for email. Those with landlines would still have to search for & sign up with a dial-up provider. If the government is shutting down the internet, I suspect people will have more pressing concerns than trying to find a dial-up provider.

One problem with this

I don't know what it's like in Egypt, but here in the US fewer and fewer people have a landline. I know I don't. I wouldn't be able to use dialup. I'd have to find a neighbor that did. I don't know anyone with one, now that I think of it.
