The devil is in the details. If Idaho allows minters outside of the state to provide the coinage that is a big deal. It is also a small shot at the Federal Anti-Reserve. Had they let miners and minters go hog wild and allow out of state competition then that could be a big shot at the Fed. If they give the breaks to local miners and minters then it is just a state practicing fascism.
