I think the important point of the story is that this stuff doesn't work. There just aren't enough people doing it. Having personally interacted with and met with many people trying these "technologies",many times. I can say that much of what they do is correct. Yet, they keep ending up in court, and jail. The apostile cert by the state is the most solid, so I found it ironic that the story quotes the Sec of State who is the one that issues such certifications.
