It is definitely bad parenting. I hope that the children will be in a better situation and the parent will get some help. If it is true that the kids are being abused then I don't think there is anything wrong with what the state did. The problem, is if the state did wrong, then they probably won't be held accountable. In a stateless society, anyone acting the way the state did would need to defend their actions and be sure they are acting in the best interests of everyone.
