New system could make censorship of Internet virtually impossible

The researchers claim the system, called Telex, would thwart Internet censorship and make it virtually impossible for a censoring government to block individual sites by essentially turning the entire web into a proxy server.

Not that any government actually allow an ISP to roll this out. They won't give up the kind of control these roll-over ISPs give them. It would have to be up to the small internet friendly countries like some of the Pacific Islands that are allowing the file sharing sites. Can't think of a single "1st world" country that would allow implementation.
