Convenient timing of new criteria for the use of nukes. They will no longer be used against non-nuclear countries in response to chem., bio., or EVEN "crippling cyberattack"(!?). Iran (by name), being an "outlier", is fair game, of course. If I lived in Iran, I would have taken this article as a direct threat-how could it be anything else?
