A Garwood Borough NJ Police officer is caught on tape vandalizing at a laundromat, then the next day is caught (again on tape) breaking into the municipal building and going through the drawers of the Chief Financial Officer. He is issued two summons. Prosecution is moved to the Westfield Municipal court. The Westfield prosecutor refuses to prosecute based on "the interest of justice." Today we find out Garwood and the police officer have signed an agreement to give the guy a good reference if he agrees to resign.
