Per usual predictable cop behavior, a cop says, "I'm doing this for my saftey." From that, we can understand that the suspect's saftey is less important than the cop's. Also, the cop is somehow compelled to use violence against a man handcuffed on the floor. The cop is implying that he couldn't back off after the hundcuffs were on. Somehow the cop is being forced to continue violently for his own saftey.
