Seriously, the images of all those people holding flares, and engulfing the building in a huge cloud of smoke... That's a really imposing image... and doubles as cover to help prevent retaliation... and definitely sends a message to the people in that building... Heh, Liberty herself would probably use a flare in modern times... :)
