Resigned Salem cop gets probation, fine for theft of charity donations

Scott A. Shoaff was fined $100 and had to pay $72 dollars in court costs for stealing Wal-Mart gift cards purchased with the intent of handing out to needy families during the holiday season. Chief Bob Floor replies, "This really sucks."
