Ym its a fake. No such government department exists, the company doesn't exist, the supposed lord is not on the honours list and the two pieces of legislation being talked about don't exist. Its an alternative reality game most likely for Nokia.

No wonder I couldn't find ANY info on "Sir Ian Briggs" but there is a website for the company and its very well done. Eh, every so often I get "got" and fall for BS.
