"cyber" == bad

You can tell these popularity-contest winners are scared of that system of tubes called the Internet. As James at mediamonarchy.com so correctly points out, people who use the Internet stopped using the prefix "cyber" long ago. If we want to talk about "online" or "interactive" services, that's what we call them. The only time you hear "cyber" anymore is when some net-ignorant person is trying to frighten the public. "Cyber-stalking," "cyber-bullying," "cyber-terrorism."
I'm not sure this bill is such a bad thing. It might be the motivation needed for someone to finally develop the firmware for wireless routers that will enable them to talk directly to each other without going though the government-suppressed backbones. Let them try to shut down the Internet then.
