This is protected free speech under the first amendment and could be part of a protest or celebration for people who believe drinking in public should be allowed. It would make it impossible for authorities to decipher who is drinking alcohol. Another idea to compliment this is to have people drink non-alcoholic beer. Is this a gray area? Would they arrest someone for drinking Coors Cutter or O'Douls? Also a red plastic cup filled with cranberry juice looks a lot like a red plastic cup filled with cranberry juice and vodka.
