Putting the Blame on Soldiers and Cops

He's the Universal Soldier and he really is to blame. Thinking soldiers/cops who weigh the moral implications of their actions before acting, would have rendered orders from Hitler, Caesar, Stalin, Mao etc meaningless...thereby dissolving tyranny.
