But nobody wants to pay the toll which is many times over the toll that was collected on the old bridge. A more recent article described use as being far below what was estimated, and if it does not work out then the gov may end up with it anyway. "The city is protected in a development agreement by a clause that says it can begin the process to take ownership of the bridge if it is ever closed "
