WASHINGTON (AP) - The United States is planning a significant military presence of 13,500 troops in Kuwait to give it the flexibility to respond to sudden conflicts in the region as Iraq adjusts to the withdrawal of American combat forces and the world nervously eyes Iran, according to a congressional report.

Pentagon officials want troops to know that the change from Operation Iraqi Freedom to Operation New Dawn will not affect combat and other hazardous duty entitlements they receive.

The U.S.-led wars, albeit alleged to be "humanitarian intervention" efforts and for "the rise of a new democratic nation," created humanitarian disasters instead. For Iraqis, the death toll in the U.S.-initiated Iraq war stands at 655,000 (Tribune Business News, December 15, 2011). According to figures released by the Iraq Body Count, at least 103,536 civilians were killed in the Iraq war (Reuters, December 18, 2011). In 2011, there were an average of 6.5 deaths per day from suicide attacks and vehicle bombs (www.iraqbodycount.org).

WASHINGTON (AP) — Looking beyond the wars he inherited, President Barack Obama on Thursday launched a reshaping and shrinking of the military. He vowed to preserve U.S. pre-eminence even as the Army and Marine Corps shed troops and the administration considers reducing its arsenal of nuclear weapons.

Michael Ware, who covered Iraq for CNN from 2006 until last year, describes the incident as "a small war crime, if there is such a thing."

The US army general, David Petraeus, made clear today that he would not be bound by Barack Obama's promise to start withdrawing US troops from Afghanistan by July next year.
In his first interview since taking command of Nato troops in the country less than two months ago, the top general said he could foresee circumstances where conditions would make it impossible for him to recommend a reduction in forces.
