Challenged with a $133 million deficit, one western German city has introduced a day tax on prostitutes to help whittle down its budget gap. The new "pleasure tax" requires prostitutes in Dortmund to purchase a 6 euro "day ticket" for each day they work, or face a potential fine. The city estimates that the new tax will add some 750,000 euros to its coffers each year. Such taxes are not unusual in Germany where prostitution is legal and sex workers must pay tax on their income.

Let us explain: The people of Sacramento have been doing such a good job of avoiding parking tickets that city officials say it’s starting to affect revenues. Sacramento’s Parking Services Manager Howard Chan says the city had planned on collecting $10 million in fines from parking offenders. But people have done such a good job of parking legally and feeding the meter that the city is now looking at a $1.2 million budget deficit.

Senate Majority Leader Harry Reid is taking on a venerable institution in his state: legalized prostitution. Calling for "an adult conversation" on the issue, Reid told lawmakers today that he believed the practice, legal only in rural counties, deters businesses from moving to the state, reports the Las Vegas Sun. “Nevada needs to be known as the first place for innovation and investment—not as the last place where prostitution is still legal,” he said in a speech to the legislature. One brothel owner said, "Harry Reid will have to pry the cat house keys from my cold dead hands."

The American Civil Liberties Union has sued a Utah city in federal court over a "free-speech zone" ordinance, saying the Orwellian-named measure unconstitutionally requires a permit for almost any form of public expression. "Under this ordinance, you would arguably have to apply for a permit to engage in nearly any speech in the city," he said.

“The goal is to start managing the homeless population within our city,” said Chief James Wickham. Wickham asked council members to pass a no-camping ordinance. “It just basically means you can’t set up a tent. You can’t live in your vehicle. You can’t live in the woods in Nevada City,” he said. That is unless you have a permit.
