The march, which lasted about an hour, comes amid growing rancor between Weis and the union representing rank-and-file officers. Chief among the union's complaints is how manpower in Chicago's 25 police districts has suffered from officers being detailed to other assignments.

Connecticut State Sen. Martin Looney (D-New Haven) has introduced a short bill (PDF) that not only acknowledges the right of citizens to record on-duty police officers, it also provides for a civil action against police officers who violate that right.

The Connecticut state Senate passed legislation last week that would hold police officers in the state personally liable for violating a citizen's First Amendment right to videotape their actions. The bill is sponsored by Sen. Eric Coleman (D-Bloomfield).
"Sometimes we become aware of incidents where police officers have been overzealous or abusive and not act in a very complimentary way towards the citizens who deserve to be served and protected," Coleman said.
