SARASOTA COUNTY - A local judge has a message for anyone who owes court fines or fees: Pay up immediately or an officer will track you down and take you to jail.

Tired of being ignored by people who owe the court money, County Judge Kimberly Bonner has recruited county law enforcement agencies to actively track down the debtors at home, work or wherever and arrest them.

If an Essex County lawmaker has her way, every single bicycle in the state of New Jersey will soon have to have a license plate. Riders or their parents would plunk down up to $10 a year to register them with the Division of Motor Vehicles. And anyone caught riding an unregistered bicycle on public property could face a fine of up to $100 for each offense.

That's the question surrounding the case of Jeff and Jennifer Counceller, who rescued an injured fawn and nursed it back to health at their Connersville, Ind., home. The couple now faces the possibility of jail time and fines after state officials charged them with a misdemeanor for harboring the animal.

County Jail for over a year in solitary confinement. He never had a trial, there has been no conviction, nor any sentence to keep him there.
