SAN FRANCISCO — A group opposed to male circumcision said on Tuesday they have collected more than enough signatures to qualify a proposal to ban the practice in San Francisco as a ballot measure for November elections.

A proposed ballot measure for the November 2011 ballot – when voters will be electing the San Francisco’s next mayor – would amend The City’s police code “to make it a misdemeanor to circumcise, excise, cut or mutilate the foreskin, testicle or penis of another person who has not attained the age of 18."

Saudi Arabia will let its female athletes compete in the Olympics for the first time, its embassy in London said. Until now, Saudi Arabia was one of three countries that did not allow women to participate in the games. The other two -- Qatar and Brunei -- also reversed course this year and said they will send female athletes to the London games, which begin July 27.
