A Health Care "Tax Credit"?

Many people call the "health care" penalty/tax unconstitutional. SCOTUS somehow calls it a "tax", in a (pathetic) effort to legitimize the legislation. BUT, if Congress raised EVERYONE'S taxes by the same amount as the penalty for not purchasing health care, and then offered a tax credit (in the same amount) for people that purchased health care, then it would yield… errr… extort the same total tax receipts, and function no differently than the multitude of Tax Credits already available to people for children, child care, adoption, electric cars/hybrids, elderly/disabled care, earned income, retirement savings, education, home energy credits, first-time homebuyers, etc. So which is it that really is unconstitutional?
