High court halts Texas electoral maps

WASHINGTON — The Supreme Court granted an emergency appeal Friday night from Texas Republicans, putting on hold a redistricting map drawn by judges that gave the Democrats a good chance to pick up at least three seats in the next Congress.

A man whose bid to become a police officer was rejected after he scored too high on an intelligence test has lost an appeal in his federal lawsuit against the city.

After years of prodding from outside watchdogs, the Internal Revenue Service said Monday that it will require anyone who prepares federal tax returns for pay to register, pass a minimum competency test and be subject to continuing education requirements and ethics rules.

54-year-old Marvin Wilson is scheduled to die by lethal injection on Tuesday in Texas, even though extensive testing by a neuropsychologist has found that he reads and writes at the level of a 7-year-old and has an IQ of 61. He failed the seventh grade, was socially promoted through the eighth and ninth grades and dropped out of school in the tenth; he reportedly sucked his thumb into adulthood and was unable to operate toys such as tops and marbles...

PHOENIX—An appeals court has issued a ruling that upholds the right of authorities to prosecute pot smokers in Arizona for driving under the influence even when there is no evidence that they are actually high.

The ruling by the Court of Appeals focuses on the chemical compounds in marijuana that show up in blood and urine tests after people smoke pot. One chemical compound causes drivers to be impaired; another is a chemical that stays in people's systems for weeks after they've smoked marijuana but doesn't affect impairment.

CONCORD, N.H. - A federal judge will decide whether a man convicted of amassing an arsenal of weapons at his Plainfield, N.H., home suffers from a delusional disorder that could affect his sentence.

Ed Brown's competency and sentencing hearing is set for Monday in U.S. District Court.

The experiment, which did not entail a chain reaction that would create a nuclear explosion, was the 24th subcritical test the country has conducted since 1997, and the first one since August 2006 under the administration of President George W. Bush.

US 6th Circuit Court of Appeals ruled 2-1 that prison officials have immunity, shielding them from paying $625,000 in rape damages to Ohio inmate Michelle Ortiz. The woman was punished with solitary confinement for reporting the rape.
