While Gregory Sciance was locked inside the Hamilton County Jail for a probation violation, Sgt. Wanda Smith was out buying groceries with his food stamps. Due to lax security in the state's welfare program and lax morals on the part of Ms. Smith, she was able to unlock Sciance's EBT card and make several purchases totaling over $300. Now that Sciance is free from jail, the only place he can afford to eat is at the community soup kitchen.
