Bill to allow active military to use HOV lane regardless of passengers

State lawmakers are considering a bill to let active duty military use the HOV lanes to and from the bases, no matter how many people are in their vehicles.

It's estimated that 90% of the 60,000 people who work at Naval Station Norfolk can't use the HOV lanes because they drive alone.
