Judge in Murrieta, California blocks referendum on red light camera. A California Superior Court judge has sided with photo enforcement vendor American Traffic Solutions (ATS) in denying Murrieta voters a say in whether red light cameras can be used in their community.

City officials this week spotlighted a surprising revelation involving red-light camera tickets: Authorities cannot force violators who simply don't respond to pay them. For a variety of reasons, including the way the law was written, Los Angeles officials say the fines for ticketed motorists are essentially "voluntary" and there are virtually no tangible consequences for those who refuse to pay.

For two decades the insurance industry and ticket camera merchants have unsuccessfully tried to make photo radar a fixture of American Life. With the exception of a few cities dominated by cranks, social engineers, and nursing home residents, photo radar just couldn't disguise its image for what it really is, a device to milk motorists. The savior came in the form of the red Light Camera.

Orange County commissioners agreed Tuesday to install cameras at 10 dangerous intersections designed to catch red-light runners and send them a $158 fine in the mail.

The Los Angeles City Controller said there was insufficient evidence that the cameras reduced accidents, and questioned whether if they were even at the most dangerous intersections. However, the real lunacy of this program is that judges have ruled that the citations are unenforceable, because a human being did not actually hand the citation to the offender. 45% of the citations remain unpaid, for a total of $2.6 million. So the City of course is going to renew the contract with the company that runs the red light cameras!

Tech is all about disruption. When a problem presents itself, someone will find a way to route around it. Red light cameras, the controversial jackpot generators favored by certain law enforcement agencies, are the problem. The solution?...

"Red-light cameras would be banned from being used to generate money for cities under a bill moving through the state Legislature. If the legislation is adopted, San Francisco and cities in San Mateo County would be forced to prove that an intersection is dangerous before installing a camera there. Cities would be forbidden from considering the potential profitability of a red-light camera when deciding whether to proceed with a proposed installation."

Citing costs and safety issues, the Police Commission votes to shut the cameras down. Unless the City Council intervenes, their use at 32 intersections could end within weeks.
