Heathcote police were called to an incident in the small town of Axedale, in central Victoria about 12.30pm AEST yesterday, where they used capsicum spray to subdue the 12-year-old boy and took him into custody.

Today Victoria Police said in a statement the boy was "acting in a threatening manner towards police and a family member" and "capsicum spray was deployed as a last resort to subdue the boy".

They would not say if he had a weapon.

Liberty was allegedly standing on a median, soliciting customers for Liberty Tax Services. Attempting to gain control of [Liberty], the arresting officer shot him in the small of his back, which allegedly had no effect. He was tased a second time in the forehead and below his left ear before police could place him under arrest.

Chicago Police officers have nearly quadrupled their use of Tasers since the department equipped every beat car with the electric-shock weapons earlier this year, according to new figures released by the Independent Police Review Authority.
