A Cleveland man called 911 for an ambulance, but died after he was put on hold.
The city says 86-year-old George Langford called saying he was having an asthma attack.
Because EMS dispatchers were tied up, officials say the call is automatically put on hold.
Langford hung up and by the time an ambulance got there 15 minutes later, he had died.
