Over the past many decades, the federal government’s own internal debate on its responsibility has changed in a subtle but very important way. LA JOYA, Tex. (AP) — A Texas state trooper who fired on a pickup truck from a helicopter during a deadly chase through the desert was trying to disable the vehicle and suspected that it was being used to smuggle drugs, the authorities said.The disclosure on Friday came a day after the episode, which left two illegal immigrants from Guatemala dead on a gravel road near here, just north of the Mexican border.

Eight people were arrested; most were from Guatemala. Investigators said no drugs were found.

His case has resulted in an internal police investigation, sharp questioning from Fort Knox officials, and a potential lawsuit. But it also has prompted a new mandatory training program for police. Chicago decided that it would be a good idea to set up a temporary clinic at a garbage truck garage, but eventually closes it after too many complaints about the smell, the dirt, and the rat and insect infestation.
