Mihok said he saw that Brooks’ pants were down and he could see his underwear.</p> <p>"I don't have a dress code," Mihok said. "People can wear really whatever they want, but they have to cover up. I can't accept people showing their underwear in a courtroom."</p> <p>Brooks was the third person in a month to be sent to jail by Mihok for sagging.
