The original purpose would have been to check the vehicle&#039;s emissions &quot;Ready Status&quot; (from roadside transponders, and if the car had failed, it could be flagged, a notice sent to the owner, and in the event of noncompliance, the car could be remotely disabled.&lt;/p&gt;
