Back in the good old days, 1917 to be exact. America was the land of the free, especially out West, where government was light and people lived on a voluntary basis. When workers got fed up with poor conditions and lousy pay for dangerous work, they would strike. The bosses would be forced to listen, or maybe they'd just hire new workers. There are still a few details that separate this arrangement from truly voluntarist protection organizations. The officer is indemnified by the taxpayer, not the customer or the customer's insurance.
