Jason Bragg (3 1/2 years) stood on the beach along Kingston Lake and watched as his dog Chloe struggled to pull herself out of the frigid water. Jennifer Jenkins, Jason's pregnant mother, was frantic that she couldn't rush into the lake to save Chloe. Police Chief Donald Briggs Jr. arrived, ripped off his service belt, jumped in the water and began smashing the inch-thick ice as Briggs raced out in waist deep water to rescue Chloe - about 30 feet from shore and crying for help. Briggs was able to reach Chloe, scoop her up and rush her back to the beach, where she was wrapped in a blanket.
