Why regulate marijuana at all?

Seriously... I would prefer to see it decriminalized so that marijuana would be no more regulated than a tomato from my garden. I don't even smoke the stuff... though I have, so I'm not speaking out of ignorance here. If it is allowed to be regulated, then there will continue to be a black market... and black markets breed crime, violence, and corruption.
