Ian sounds sooo shocked to hear about drivers speeding up on predestrians.  The caller is not "crazy", you just apparently have no experience with this situation.  I live on the east coast and can vouch that it happens all the time.  The drivers are not necessarily speeding up with the intent to actually hit you at close range, but they will speed up from a distance when they see you starting to cross.  It is like they want to see you have to hurry up and run to get out of the way.  This is particularly noticeable later in the evening when there are longer gaps in the traffic on two- to four-lane highways in the city.  In fact I have even seen them doing this when there is a red light not much farther up the road.  In some places, crossing the road away from an intersection is indeed a hazardous activity.  And yes, people do die from hit by vehicles believe it or not.
